Replaces a monitor's notification channels with the ones you send; an empty list clears them. Each channel_type (email or slack) can appear at most once. Email recipients are normalized and deduplicated; Slack recipients must be channel IDs (for example C0123ABCD9), not channel names. Works on every monitor. Invalid recipients return 422, and an unknown monitor returns 404. Returns the updated monitor.
