Returns a page of incidents across all monitors as {items, next_cursor}. Each item carries its monitor_id. Filter by monitor_id, status, or spend_status (pass a parameter more than once for several values) and sort by cost_impact or start_date. limit defaults to 100, which is also the maximum. Each item also carries a summary, pct_above_baseline, and the linked work_item (ticket), each null when unavailable.
The cursor is opaque: pass next_cursor back unchanged and follow it until it is null. Once a cursor is passed, its paging and sort override limit, sort_key, and sort_order, though limit must still be 1-100 if sent. A malformed cursor or unknown filter value returns 400. Enum fields such as status and spend_status are open: tolerate new values.
