Two-Way Jira Sync for Optimize

Optimize now keeps recommendation status in sync with linked Jira issues. When a linked Jira issue moves to In Progress or Done, CloudZero automatically reflects that progress; you no longer need to update status in both places.

All status changes are logged in the Activity Log for a complete audit trail.
